After attempts to pay people to resettle failed Yārmp̪f̄ Vûf̄sh 'Violet Mango' Rāb Sērmp̪f̄r Hā̋ch struck deals with nearby nations and communities to establish Kto̠ Ljid Löchy Gri as a prison colony.
